Outcomes of State Medicaid Infrastructure Grants
“What were the Top Outcomes of State Medicaid infrastructure (MIG) Grants?”

Authorized by the Ticket to Work and Work Incentives Improvement Act of 1999, the Medicaid Infrastructure Grant (MIG) program gave states the opportunity to develop infrastructures and initiatives to help people with disabilities find competitive employment.  A survey was conducted that asked states to report the top three to five outcomes of their own MIG grants.  The survey results showed that states launched a wide array of initiatives to help people with disabilities maintain employment and improve their economic well-being including:  1) training for and outreach to consumers and employers; 2) policy and programmatic changes included benefits counseling, personal assistance services, transportation options, and health care support; 3) collaboration between state agencies or with other organizations; and, 4) data systems and research and evaluation.

NGA Releases Governor Markell’s Roadmap for Employment of People with Disabilities
Throughout this past year, as Chairman of the National Governor’s Association, Governor Jack Markell (D-DE) made his signature issue the employment of people with disabilities.  He activated people and encouraged businesses, state governments and other employers to focus on employ-ability of people with disabilities and benefits to employers as well as employees.  The resulting report on this initiative, "A Better Bottom Line: Employing People with Disabilities," is a roadmap for states.  One key action is to set a state goal for hiring people with disabilities through an executive order and hold agencies accountable for achieving that goal.  The report also encourages businesses, other employers and the disability community to work together on taking advantage of the valuable skills of people with disabilities in employment.
